He Wenbo, executive chairman of China Iron and Steel Industry Association, said at the 11th China International Iron and Steel Conference, which ended on February 28 that by the end of February 2021, the 620 million tons of crude steel production capacity of 229 iron and steel enterprises in China (159 in key regions, about 450 million tons of crude steel production capacity) had completed or were implementing ultra-low emission transformation. 110 iron and steel enterprises in key areas (350 million tons of crude steel capacity, accounting for more than 60% of the total capacity in key areas) have completed or are carrying out evaluation and monitoring.
"China's iron and steel enterprises have invested a high cost in this. It is conservatively estimated that if China's iron and steel industry fully realizes ultra-low emission, it will need to invest about 260 billion yuan and increase the operating cost by more than 50 billion yuan every year. " He Wenbo said.
According to the National Bureau of statistics, China's crude steel output will reach 1.065 billion tons in 2020. In recent years, China's iron and steel industry has resolutely eliminated backward production capacity, and the utilization rate of production capacity has been maintained at a high level. Through vigorously promoting industrial restructuring, energy structure optimization, ultra-low emission transformation and low-carbon transformation, green development has achieved remarkable results. According to the statistics of China Steel Association, from 2015 to 2020, the reduction rate of comprehensive energy consumption per ton of steel in key statistics enterprises will reach 58%, and the reduction rate of smoke and dust emission per ton of steel will be 48%.
Under the target of carbon peak and carbon neutralization, China's iron and steel industry will face from the "relative constraint" of carbon emission intensity to the "absolute constraint" of total carbon emission. China Iron and Steel Industry Association advocates that the whole industry strive to achieve carbon peak ahead of schedule during the "14th five year plan". Baowu and hesteel group of China took the lead in proposing the goal of carbon peak and carbon neutralization. A large number of iron and steel enterprises such as Baowu, Shougang, hesteel, Jianlong, Jiuquan and Rizhao are actively exploring the establishment of hydrogen metallurgy demonstration projects and making breakthroughs.
On April 22 this year, the "low carbon work Promotion Committee of iron and steel industry" was established to gather the strength of the whole industry and jointly promote the process of green and low carbon development of iron and steel. According to he Wenbo, the committee is working hard to formulate a roadmap for the implementation of carbon peak and carbon neutralization in China's iron and steel industry, which will be quickly implemented after a consensus has been reached in the whole industry.
