On March 19, 2020, the United States International Trade Commission (ITC) voted to make an affirmative final judgment on the anti-dumping and anti subsidy industry damage of carbon alloy steel threaded rod imported from China and India. In this ruling, five members of the International Trade Commission voted yes. According to the affirmative decision of the U.S. International Trade Commission, the U.S. Department of Commerce will issue anti-dumping and countervailing duties orders for carbon alloy steel screws imported from China and India. This case involves products under harmonized tariff No. 7318.15.5051, 7318.15.5056 and 7318.15.5090, and some products under Tariff No. 7318.15.2095 and 7318.19.0000.
On March 14, 2019, in response to the application submitted by Vulcan threaded Products Inc. on February 21, 2019, the U.S. Department of Commerce announced the initiation of anti-dumping investigation on carbon alloy steel screws imported from China, India, Taiwan region of China and Thailand, and the initiation of anti subsidy investigation on products imported from China and India. On April 5, 2019, the U.S. International Trade Commission made a preliminary anti-dumping industrial injury judgment on carbon alloy steel screws imported from China, India, Taiwan, China and Thailand, and also made a preliminary anti subsidy industrial injury judgment on products imported from China and India. On September 20, 2019, the U.S. Department of Commerce announced an affirmative preliminary anti-dumping ruling on carbon alloy steel screws imported from China, India and Taiwan. On July 23, 2019, the U.S. Department of Commerce announced a preliminary countervailing ruling on carbon alloy steel screws imported from China and India. On February 10, 2020, the U.S. Department of Commerce announced an affirmative final determination on anti-dumping and countervailing of carbon alloy steel screws imported from China and India. According to us statistics, the total imports of carbon alloy steel screws from China, India, Taiwan, China and Thailand in 2018 were about US $104.7 million, US $35.8 million, US $51.1 million and US $5.8 million, respectively.
